Overview
S4 Metrics governs CloudWatch custom-metric cardinality at the ingest edge - drop high-cardinality dimensions, bucket numeric ones, and aggregate windows BEFORE PutMetricData, so you pay for the series you need instead of an unbounded explosion. The open-source metricsd collector (StatsD/DogStatsD + OTLP/EMF/PutMetricData intake) does the governing and emits to CloudWatch plus an optional full-resolution S3/Prometheus tee. The commercial layer adds auto-baseline (rank your costliest dimensions and propose a rule set priced against live ListMetrics), an AWS Organizations consolidated rollup that READS each member account cardinality through a read-only cross-account role, and a savings dashboard. Read-only by design across accounts: the org role grants ONLY cloudwatch:ListMetrics - never metric values, never writes.

Usage instructions
Launch via deploy/cloudformation/s4metrics-quickstart.yaml (creates the least-privilege instance role + security group and runs the collector + the dashboard). Dashboard on port 8088 with the S4METRICS_WEB_TOKEN bearer token. For AWS Organizations cardinality rollup, deploy s4metrics-org-stackset.yaml across member accounts to create the read-only S4MetricsBaselineRole.
